With the new upcoming Helsinki release which will introduce ServicePortal, I have decided to change the name of this site and focus primarily on the new Service Portal.

Sure: HTML5, CSS (compiled CSS e.g. SCSS or LESS), JavaScript (Angular.js), and ServiceNow server side scripting. Anyone familiar with standard web development technologies should do just fine.
